Federal Residential Clean Energy Credit — what changed in 2026
Public Law 119-21 (July 4, 2025) amended 26 U.S.C. § 25D so the Residential Clean Energy Credit is not allowed for any expenditures made after December 31, 2025.
- 30% credit only for qualifying expenditures made on or before December 31, 2025
- Not available for expenditures made after December 31, 2025
- Commercial projects may still qualify for the 30% ITC (Section 48E)
Residential Renewable Energy Solutions (RRES)
PURA / Eversource / United IlluminatingRRES is a statewide program launched in January 2022 that provides renewable energy tariffs to compensate residential solar owners for power delivered to the grid. It replaced Connecticut's legacy net metering program and the Residential Solar Investment Program (RSIP).

Energy Storage Solutions
PURA / Connecticut Green Bank / Eversource / UIEnergy Storage Solutions lowers the cost of home batteries with upfront and performance incentives. The program is overseen by PURA, paid for by electric ratepayers, and administered by the Connecticut Green Bank, Eversource, and UI.

Solar for All — Project SunBridge
CT DEEP / U.S. EPAConnecticut received a $62.45 million Solar for All grant from the EPA to expand solar and storage access for low-income and disadvantaged communities. Project SunBridge builds on RRES and Energy Storage Solutions.

Residential Solar Investment Program (RSIP) — closed
Connecticut Green BankRSIP provided rebates to more than 46,300 households from 2012 until it reached its 378 MW target, surpassing the 350 MW statutory goal one year ahead of the December 2022 deadline. It has been replaced by RRES.

Smart-E Loans & residential solar options
Connecticut Green BankLow-cost Smart-E Loans can finance rooftop solar and necessary roof replacement. Homeowners may also qualify for RRES tariffs through their utility.
